“The order in which the Parshios are placed in the four compartments of the Teffilin shel rosh is identical with the order in which we find them in the Torah.”

According to Rabbeinu Tam:

“According to Rabbeinu Tam in the extreme right is Kadesh and the extreme left compartment is Shema. This is what the Rabbeinu Tam calls havayos b'emtza.”
